Azad, the prison officer in charge of a women's facility in Mumbai, takes control of a Mumbai Metro train with six inmates: Lakshmi, Eeram, Ishkra, Kalki, Helena, and Janhvi. He engages in negotiations with NSG officer Narmada Rai, demanding ₹40,000 crore from the Agriculture Minister to secure the release of the passengers. The twist in the tale comes when Kalee Gaikwad, a global arms dealer, discovers that his daughter Alia is among the captives and agrees to fund the ransom. Azad's motive becomes clear—he plans to use the money for a noble cause, specifically to waive the loans of 700,000 impoverished farmers.
Azad successfully transfers the funds to the farmers' bank accounts and escapes with his gang. Through Alia, he discloses his true identity as Vikram Rathore to Kalee. In a surprising turn of events, Azad and Narmada meet, get married, and the couple embarks on a mission to improve government hospital infrastructure by kidnapping the Health Minister. The demand is met, the infrastructure upgraded, and Azad's gang escapes once again. However, post-wedding, Narmada uncovers Azad's real identity, leading to a tumultuous encounter with Kalee's brother Manish.
Vikram Rathore, Azad's doppelgänger, steps in to save the couple. A flashback reveals Vikram's past as a commando in the Indian Army's Special Ops unit. His life took a dark turn due to a mission gone wrong and his encounter with a young Kalee. Vikram's wife, Aishwarya, was imprisoned, and Vikram was presumed dead. Aishwarya, before her execution, entrusted their son Azad with the mission to prove Vikram's innocence and bring justice to the oppressed.
As the story unfolds, Azad and his gang target Kalee's political ambitions by stealing money intended for elections. A video is released to the public, revealing Azad's plan to seal factories responsible for pollution. The government complies, and a showdown with Kalee results in Vikram recovering his lost memory. Together, Azad and Vikram confront Kalee and bring an end to his reign. Months later, Azad is assigned a new mission targeting Swiss banks by STF officer Madhavan Naik, who aided him in previous missions.
